The Payroll Director is accountable for the execution and administration of all aspects of the ASPCA multi state bi-weekly and weekly payroll processes. The Director oversees payroll accounting and payroll taxes for the company. The Director will have demonstrated leadership skills and will be responsible for the recruitment and continued development of the payroll team. The Director will identify and implement improvement in payroll operations processes and lead the optimization projects associated with Workday Payroll. The Payroll Director will prepare concise, complete payroll reports and coordinate effectively with other departments within the company such as People Team, Finance, Legal, and Internal Communication, etc.

This remote-based position (which requires travel, as described below) is open to all candidates based within the United States.


Responsibilities will include, but are not limited to:

People Management (40%)

  • Lead the payroll team to ensure payroll operations occur on time and accurately
  • Contribute to and help build a culture of teamwork within the Finance department, including ensuring a respectful and welcoming environment, active participation in goal setting and monitoring, clear expectations, and regular practice of feedback and after-actions.
  • Provide consistent, high-quality support to direct reports, including regular 1:1s and quarterly feedback sessions to build strong relationships, provide clear direction, and encourage opportunities for development.
  • Provide training, supervision, coaching and ongoing guidance for direct reports, complete annual performance evaluations.
  • Oversee the teams’ annual goal setting process to ensure high quality and alignment with department and organization goals. 
  • Lead the continuing development of a healthy and balanced working environment for self and team using communication, flexibility, and support, and by strategically prioritizing and completing work projects and tasks

Payroll Operations Management (25%)

  • Directs payroll operations, processes, and strategies for multiple business units, meeting all deadlines and related responsibilities
  • Establish and maintain departmental payroll policies, practices, and procedures.  Ensure payroll services are processed in accordance with established policies and procedures along with all compliance requirements.
  • Ensure that all payroll tax payments are in compliance with applicable federal, state and local tax laws
  • Partner with ADP to ensure the successful processing of wage payments, payroll tax returns, garnishments and annual W2 processes
  • Perform all tax deposits, wages, and garnishments reconciliation on monthly basis
  • Lead the Workers Compensation and General Liability insurance audits which rely heavily on payroll data; provide wage and other payroll information analysis for the 401(K), annual 990 report, and external audit as required
  • Register for state income, state unemployment, and local tax account numbers and informs ADP Tax Filing so that deposits are made timely
  • Responsible for auditing and processing month-end, quarter-end, and year-end taxes and reconciliations.

Payroll Analysis and Reporting Functions (25%)

  • Prepare the quarterly Multi Worksite reports
  • Prepare and update the appropriate state worker compensation websites (state of Washington and Ohio, etc.) of hours worked and amounts paid on a quarterly basis
  • Oversee reconciliation and distribution the W2 forms in accordance with government regulations
  • Communicate with a variety of internal and external parties (city/state/federal agencies, ADP, etc.) for the purpose of ensuring accurate processing of payroll deductions/ garnishments
  • Facilitate meetings for the purpose of identifying appropriate actions, develop recommendations and support other staff. Attend meetings for the purpose of conveying and/or receiving information required to perform functions
  • Review and reconcile regulatory reports (tax deposits, 941’s) and report any discrepancies to the ADP tax department for resolution
  • Identify and report the unclaimed payroll property

Other Responsibilities (10%):

  • Research, study, and analyze payroll issues, while ensuring proper payroll administration
  • Perform other job-related duties as assigned by the Finance Management
  • Support and provide direction on Workday and other payroll process system’s setup, maintenance, upgrades, and enhancements.  Partners with HCM System to enhance and maintain payroll system and configuration
  • Drive continuous improvement throughout the payroll department that reduces process waste, increases productivity and improves service levels
  • Oversee assigned project work, as well as the specific administration activities associated with the delivery of payroll services

​Additional Information:

  • This is a remote position open to candidates within the US. If our selected candidate is based within a drivable commuting distance to the New York Tri-State area, they may be required to work on-site at the ASPCA 8th Ave office once per week as needed.
  • For candidates based outside of the New York Tri-State area, travel 2-3 times per year (up to 5%) will be required to ourASPCA 8th Ave office.


  • Demonstrates knowledge of payroll functions, procedures, and controls.
  • Demonstrates knowledge of basic accounting principles and comprehension of controls for audit compliance
  • Familiar with payroll audit procedures and familiarity with regulations and requirements as they pertain to payroll processing
  • Extensive knowledge of 401K plans, including employee deferral, employer matches and contributions
  • Demonstrates strong math skills
  • Ability to read and comprehend technical information
  • Ability to compose a variety of documents
  •  Ability to facilitate group discussions
  • Ability to solve practical problems
  • Demonstrated knowledge of relevant payroll laws and regulations.
  • Strong ethics and ability to maintain a high level of confidentiality.
  • Ability to work independently, prioritize workload, utilize a wide degree of creativity and latitude to accomplish goals, understand business implications of decisions, and complete projects with minimal supervision.
  • Ability to think through payroll processes and propose technological solutions to save time, improve controls and improve service quality.
  • System implementation and/or process improvement experience
  • Excellent Microsoft Excel and Word skills
  • Strong verbal and written communication skills

Education and Work Experience:


At least 5 years of experience performing a payroll function leadership role preferred, Bachelor’s degree in Human Resources, Business Management, Finance, Accounting or equivalent experience, Certified Payroll Professional (CPP) preferred, Experience with Workday Payroll and ADP Smart Compliance preferred, Minimum of 9+ years of related multi state payroll experience, including leadership & managing a payroll department
