Summary:

The Information Technology department is looking for a driven and dynamic IT Finance and Admin Manager with solid financial management and technology acumen to manage all aspects of the key IT financial management processes: planning, budgeting, tracking, forecasting, variance analysis, and reporting. This person will be responsible for ensuring the key processes are efficient, effective, and follow best practices. The key performance measure is an accurate budget and forecast enabling business decisions to be made regarding investments and funding.  Identification of expense reduction opportunities is also a critical part of this position. This position reports directly to the Director, IT Business Operations. 

In this position, you will never be bored! The ASPCA supports a broad portfolio of technologies to support a highly mobile and diverse staff. Maintaining a presence in multiple geographic locations, the team provides support (hands-on and remote) to over a dozen facilities and field operations, and over a thousand individual staff members. Your work will be integral to the organization as you work cross-functionally to ensure ASPCA staff, partners and communities have the tools needed to work effectively and efficiently to improve animal welfare.

The IT Finance and Admin Manager will apply proven communication skills, problem-solving skills, and knowledge of best practices to create and support simple, scalable, compliant, and more automated ASPCA mission-critical information and systems. The ideal candidate will have excellent interpersonal skills, be a team player, and have a desire to support the ASPCA in achieving our mission of ending cruelty to animals.

This is a remote-based position (which requires some travel, as described below) is open to all candidates based within the United States. A candidate that is able to work on-site from our New York City ASPCA Office is preferred. 

Responsibilities:

Responsibilities will include, but are not limited to: 

Financial Planning and Analysis (60%)

  • Lead the annual IT budget development process, including the establishment of the milestone plan and key dates
    • Meet with key budget stakeholders, monitor progress, and prepare the submission for approval
    • Coordinate with external stakeholders as appropriate, including Financial Planning, Accounting and EPMO
  • Lead the monthly forecast process including obtaining actuals and forecast and analyze and report on variances to budget
  • Monitor the overall IT spend and participate with key stakeholders in analyzing actual to budget performance and forecast implications. Recommend accruals as appropriate
  • Manages the repository for budget forecast and variance review documents, as required 
  • Coordinate with cost center owners for forecasting of labor and non-labor expenses
  • Track amortization and capital expenditures and depreciation 
  • Prepare and present monthly forecast reports to IT leadership and other key stakeholders
  • Lead the creation and management of a rolling three-year IT financial planning forecast 
  • Define, assess for optimization, ensure awareness, and escalate deficiencies related to IT-specific budget planning, budget management, variance analysis, accrual management, and forecasting processes
  • Assess the use of technologies in support key IT financial management processes and make recommendations to optimize the use of technology in existing processes and automation of manual processes
  • Ensure the provision of relevant financial data required to support IT reporting and metrics and to assist in any applicable audit processes
  • Provide performance and development feedback for cross-departmental and cross-organization team members working within the IT financial management processes
  • Interface with external industrial and academic organizations to maintain current best practices knowledge across all areas of accountability
  • Ensure all processes, practices, and materials are prepared in accordance with company policies and applicable law
  • Partner with IT and Finance teams to develop ROI models and framework to support existing and new investments

Financial Operations Support (40%)

  • Manage and maintain the IT-specific vendor invoicing process. 
    • Supervise inquiries, including investigation, escalation, and resolutions of any invoice discrepancies
    • Ensure IT-specific invoicing is aligned to established contracts and contract terms and conditions and that effective processes and procedures are being utilized
    • Work directly with Financial Accounting as appropriate
    • Validate GL coding as necessary and works with Financial Accounting to re-class if appropriate.  Include vendor consolidation, name change updates for consistency
    • Recommend opportunities for vendor rate negotiations or co-terminus arrangements; work with the contract owner as appropriate to initiate  
    • Support true-ups for licensing subscriptions 
  • Manage the finance portion of IT contracts including large and complex contracts such as managed service and communications contracts
  • Assist IT staff with processing expense reports
  • Research open Accounts Payable issues
  • Assist with new vendor set up processing
  • Coordinate with staff to make IT purchases 
  • Assist with vendor management
  • Propose recommendations for financial process changes and improvements

Additional Information:

  • Travel to ASPCA locations may be required; estimated not to exceed 5% annually

Education and Work Experience:

Bachelors, High School Diploma (Required)

  

At least 3 years experience leading annual budget process for a large team, At least 7 years experience in finance, preferably with a focus on IT finance or other applicable area, Bachelors degree in Accounting, or relevant work experience, Experience developing new financial models and cost allocation methods, Experience identifying expense reduction opportunities through analysis of resource utilization and unit cost trends, Experience working in organizations with at least 500 employees preferred, Expertise with ERP/financial reporting systems, Workday preferred, Strong knowledge of MS Office, including Word and PowerPoint and advance Excel is required
